At Tokyo Racecourse, a man and a young woman are looking for something with binoculars. They are Shinji Aratani and Kaoru Nasuno, who work for Registry Supervision Division of Ministry of Justice. They spot a man dressed in all white who keeps betting trifecta, as if he already knows the race results...a typical action for "time travelers." Shinji and Kaoru approach the man and speaks to him saying that their job is to isolate the time travelers in a special residential district and keep them under a close watch...
